Educational Objective: Allowing students to become acquainted with and to gain theoretical knowledge about basic legal concepts and about the existing legislation pertaining to the legal institutes in administrative procedures and disputes, as well as the place and role of the police in law enforcement activities related to the aforementioned institutes.

Projected Outcome: Students’ capacity to apply the regulations relating to the administrative procedure and dispute within the scope of law enforcement activities.

Course Contents/Structure

Theoretical education: The Ministry of the Interior as a public administration authority and its legal status in the administrative procedure and dispute within the scope of law enforcement; Basic institutes of the administrative procedure; The concept and types of administrative procedures; Basic principles of the administrative procedure; Modalities of administrative actions undertaken by the Ministry of the Interior; Basic rules of the administrative procedure; First-instance administrative procedure; Decisions and conclusions; Legal means; Special cases of annulment and modification of decisions; Enforcement; Legal status of the Ministry of the Interior in the administrative dispute; Basic institutes of the administrative dispute; Administrative court proceedings; Legal remedies in administrative disputes.

Practical training: Writing subbmissions and other legal documents that the Ministry of the Interior passes in administrative procedures and disputes within the scope of law enforcement activities.
