Educational Objective: Acquisition of a high degree of knowledge on the manifestation and types of violence among family members and violence in partner relationships and manners of suppressing domestic violence by competent authorities and institution in order to achieve the best results in the prevention, detection and evidencing this adverse social phenomenon with the minimum use of the human and material resources.

Projected Outcome: Adopting skills and attaining a high level of theoretical and practical knowledge on the application of criminal law, family law and criminalistics in the prevention and suppression of domestic violence, as well as on the implementation of methods of modern strategic and tactical planning of engaging police and other authorities on the suppression of domestic violence.

Course Contents/Structure

Theoretical education: The nature of the concept of ‘violence’, its ambiguity, the concept of domestic violence, the concept and elements of the criminal offence of domestic violence, its relation with other similar offences, learning about specific problems that occur in the court practice in respect of prosecuting domestic violence; comparative analysis of certain contemporary legal provisions which provide for the criminal offence of domestic violence, the victimological dimension – protection of victims and witnesses in criminal cases involving domestic violence and participation of the injured parties to their own victimization, family law protection of the victims, protection of the victims within law on misdemeanor, prevention of domestic violence and protection of the victims based on the provisions of the Domestic Violence Prevention Act; the function, powers and role of the police in the prevention, detection and evidencing domestic violence, significance of multi-sector cooperation, the role of social welfare centers in the prevention of domestic violence, the role of the public prosecutor’s office and courts in combating domestic violence, the definition of domestic violence in the most important international regulations, the practice of the European Court on Human Rights.

Practical training: Presentation of actual and simulated situations and resolutions to such situations, the analysis of documentation on specific police actions and activities of other competent authorities, the analysis of exercising and documenting certain police powers.
