Educational objective: To acquire knowledge in the area of public administration with reference to new environment, political, legal, economic and organisational frameworks of public administration, European Administrative Space, as well as the future of public administration.

Projected Outcome:Students will be able to independently perform duties of appropriate posts within public administration, and in particular in public authorities

Course Contents/Structure

Theoretical education: Definition of public administration, civil service and public service. New environment of public administration in transition countries (mission, values and goals of public administration in Serbia; heritage: continental legal system and public administration; Anglo-Saxon legal system and options for convergence; time required for the convergence of the administrative systems); Political, legal, economic and organisational frameworks of public administration (historical development of public administration; legal basis of public administration and relationships between administrative law and public administration; executive power and public administration; comparative analysis of public administration: experiences and practices of US, UK, France, Germany and Slovenia); ‘Classical’ public administration and ‘new public management’ (‘return to Weber’ and tendencies towards the strengthening of the role of public administration; new public management: efficiency and effectiveness, management by objectives and results; regulatory analysis; functional, vertical, horizontal and sequential analysis of duties and tasks within public administration – particularities of organisational analysis in the area of internal affairs and state security; public administration and ethical standards; corruption and opportunistic behaviour); Public administration and ‘new European Administrative Space’ (stabilisation and association processes, standards and criteria; Acquis Communautaire – the EU legal and regulatory system and creation of the European Administrative Space as a common core of principles and standards; European Administrative Space and Serbian public administration; The future of public administration (adaptation to the mission, values hift, reorganisation processes and e-government; public administration and local government – functional and fiscal decentralisation processes)

Practical training: comparative analysis of public administration systems.

Teaching Methods: lecture, modified lecture, case study.
